AN ACT to repeal and re—enact with amendments Section
3.601 and Section 3.602 of the Howard County Code,
Title 3, "Building," Subtitle, "Sign," and to repeal
[[Section 3.615 of the Howard County Code, Title 3,
"Building", Subtitle, "Signs" to provide for
deletion of references to the Zoning Regulations as
to standards and criteria for sign structures.]] AND
RE-ENACT WITH AMENDMENTS SECTION 3.615 OF THE HOWARD
COUNTY CODE, TITLE 3 "BUILDING," SUBTITLE "SIGNS,"
TO PROVIDE FOR DELETION OF REFERENCES TO THE ZONING
REGULATIONS AS TO STANDARDS AND GUIDELINES FOR SIGN
STRUCTURES AND TO PROVIDE FOR THE APPROVAL BY THE
HISTORIC DISTRICT COMMISSION OF SIGNS LOCATED WITHIN
AN HISTORIC DISTRICT OF THE COUNTY."
SECTION 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
HOWARD COUNTY, MARYLAND, that Sections 3.601 and 3.602 of
the Howard County Code, Title 3, "Building," Subtitle
"Signs," are hereby amended to read as follows:
3.601. Sign Standards by District.
A. General.
The following sign standard by district shall
apply to every existing district and to every new zoning
district classification hereafter created in Howard
County; to areas of commercial or industrial use
permitted by special permit under Section 19 of the
Zoning Regulations, unless the Board of Appeals shall
expressly provide for stricter standard for signs or
billboards in such areas; and to the areas of
residential, multi—family, commercial and industrial uses
in multi—use districts such as New Town District, Planned
Community District, and similar districts, [[unless the
Zoning Regulations expressly provide stricter standards
for signs and billboards in such districts.]] The
districts are defined by the Zoning Regulations and
official zoning maps. Only signs as described herein and
as may be described under "Signs Permitted in all
Districts, 3.602" and "Exemptions, 3.603" shall be
permitted in each particular district.
