B. The County Executive shall be the appointing
Authority for all of the above positions except the
Secretary to the County Council and the County Auditor.
The officers shall serve at the pleasure of the
appointing Authority provided, however, that the County
Solicitor appointed by the County Executive in accordance
with the provisions of the Howard County Charter shall be
subject to confirmation by the affirmative vote of a
majority of the members of the Council as elected in 1970
and each four years thereafter.
SECTION 2. AND BE IT FURTHER ENACTED BY THE COUNTY
COUNCIL OF HOWARD COUNTY, MARYLAND, that this Act shall
take effect sixty (60) days after its enactment.

Council Bill No. 49
AN ACT to repeal Section 14.10 9 "Schedule of Rates," of
Title 14, Subtitle 1, "Taxicabs," of the Howard
County Code; to repeal and re-enact with amendments
Subsections A, B, C, D and E of Section 14.101,
Sections 14.102, 14.104, 14.105 and 14.107 of the
Howard County Code so as to empower the Director of
Public Works to make rules and regulations including
the fixing of rates to be charged, with the approval
of the Public Works Board after public hearing, as
he deems necessary to govern and control the
operation of taxicabs and to enforce the same; to
substitute the term "Director of the Department of
Public Works" for the terms "Bureau of Inspections,
Licenses and Permits" and "Bureau" so as to vest
those powers, duties, control and authority vested
in the Bureau of Inspections, Licenses and Permits
in the Director of Public Works for Howard County;
[and to provide that this Act shall take effect
immediately upon its enactment] AND FURTHER
DECLARING THIS ACT TO BE AN EMERGENCY MEASURE.
