HARFORD COUNTY

SECTION 25.51.1. DEFINITIONS: FOR THE PURPOSES OF
THIS SECTION THE FOLLOWING WORDS AND PHRASES SHALL HAVE
THE MEANINGS RESPECTIVELY ASCRIBED TO THEM:

(A)    "HISTORIC DISTRICT" SHALL MEAN AN AREA(S) OF
HARFORD COUNTY WHEREIN THERE ARE LOCATED ON ONE OR MORE
STRUCTURES WHICH HAVE HISTORICAL, CULTURAL, EDUCATIONAL
AND/OR ARCHITECTURAL VALUE, THE PRESERVATION OF WHICH IS
DEEMED TO BE FOR THE EDUCATIONAL, CULTURAL, ECONOMIC AND
GENERAL WELFARE OF THE INHABITANTS OF HARFORD COUNTY.

(B)    "STRUCTURES" SHALL MEAN A COMBINATION OF
MATERIAL TO FORM A CONSTRUCTION THAT IS STABLE, INCLUDING
AMONG OTHER THINGS, BUILDINGS, TANKS AND TOWERS,
TRESTLES, PIERS, PAVING, BULKHEADS, WHARVES, SHEDS, COAL
BINS, SHELTERS, FENCES AND DISPLAY SIGNS; THE TERM
"STRUCTURE" SHALL ALSO INCLUDE NATURAL LAND FORMATIONS;
THE TERM "STRUCTURE" SHALL BE CONSTRUED AS IF FOLLOWED BY
THE WORDS, "OR PART THEREOF."

(C)    "APPURTENANCES AND ENVIRONMENTAL SETTINGS"
SHALL INCLUDE BUT NOT BE LIMITED TO WALKWAYS AND
DRIVEWAYS (WHETHER PAVED OR NOT) TREES, LANDSCAPING AND
ROCKS. WHEN USED IN THIS ACT, THE WORD, "STRUCTURE,"
SHALL ALSO BE DETERMINED TO INCLUDE THE WORDS,
"APPURTENANCES AND ENVIRONMENTAL SETTINGS."

(D)    "EXTERIOR ARCHITECTURAL FEATURES" SHALL MEAN
THE ARCHITECTURAL STYLE, GENERAL DESIGN AND GENERAL
ARRANGEMENT OF THE EXTERIOR OF A BUILDING OR OTHER
STRUCTURE, INCLUDING THE COLOR, KIND AND TEXTURE OF THE
BUILDING MATERIAL AND THE TYPE AND STYLE OF ALL WINDOWS,
DOORS, LIGHT FIXTURES, SIGNS AND OTHER SIMILAR EXTERIOR
FEATURES.

SECTION 25-51.2. PURPOSES AND INTENT: THE
PRESERVATION OF SITES AND STRUCTURES OF HISTORIC AND
ARCHITECTURAL VALUE TOGETHER WITH THEIR APPURTENANCES AND
ENVIRONMENTAL SETTINGS IS A PUBLIC POLICY OF HARFORD
COUNTY. IN ACCOMPLISHING THIS POLICY THE FOLLOWING
OBJECTIVES ARE SOUGHT TO BE ATTAINED.

(A)    TO SAFEGUARD THE HERITAGE OF THE COUNTY BY
PRESERVING THE DISTRICTS THEREIN WHICH   REFLECT ELEMENTS
OF ITS CULTURAL, SOCIAL, ECONOMIC, POLITICAL, OR
ARCHITECTURAL HISTORY.

(B)    TO STABILIZE AND IMPROVE PROPERTY VALUES IN
SUCH DISTRICTS.

(C)    TO FOSTER CIVIC BEAUTY.

(D)    TO STRENGTHEN LOCAL ECONOMY.
