SECTION 2. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an Emergency Act, necessary for
the preservation of the public health, safety and welfare
and for the proper operation of the County government and
shall take effect from the date it becomes law.

AN EMERGENCY ACT to establish the Harford County Code,
whose provisions are to be enacted by subsequent
enactments.
SECTION 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
HARFORD COUNTY, MARYLAND, That the Harford County Code is
hereby established, and shall be evidence of the laws of
Harford County, Maryland.
SECTION 2. AND BE IT FURTHER ENACTED, That the
Harford County Code, hereinafter referred to as the
"Code," shall contain those laws hereinafter enacted by
the County Council and other provisions properly adopted
and includable pursuant to the Charter of Harford County,
Maryland.
SECTION 3. AND BE IT FURTHER ENACTED, That the Code
of Public Local Laws heretofore enacted and amended shall
remain and continue as law in Harford County, Maryland,
except as repealed and re—enacted by those Bills
establishing the provisions of the Harford County Code,
and except where the provisions of the Code of Public
Local Laws are inconsistent with or in conflict with the
provisions of the Harford County Code. To the extent of
any inconsistency or conflict, the provisions of the
Harford County Code shall prevail.
SECTION 4. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an emergency measure and
necessary for the preservation of the public health,
safety and general welfare in that it is necessary to
enact the Harford County Code to provide for the good
order of government of Harford County, Maryland.
