CHAIRMAN OF]] THE COUNTY COUNCIL. THE TWO EXECUTIVE
APPOINTEES SHALL NOT BE MEMBERS OF THE SAME POLITICAL
PARTY. THE BOARD SHALL ELECT ONE OF ITS MEMBERS AS
CHAIRMAN. THE MEMBERS OF THE BOARD SHALL EACH HOLD
OFFICE FOR A TERM OF FOUR YEARS, COEXTENSIVE WITH THE
TERM OF THE COUNTY EXECUTIVE AND SHALL CONTINUE IN OFFICE
UNTIL THEIR RESPECTIVE SUCCESSORS ARE APPOINTED.
VACANCIES ON THE BOARD SHALL BE FILLED PROMPTLY FOR THE
UNEXPIRED TERM THEREOF BY WHICHEVER APPOINTING AUTHORITY
APPOINTED THE MEMBER WHOSE POSITION IS BEING FILLED.
MEMBERS OF THE BOARD SHALL BE ELIGIBLE FOR REAPPOINTMENT.
NO OFFICER OR EMPLOYEE OF BALTIMORE COUNTY OR CANDIDATE
FOR PUBLIC OFFICE SHALL BE ELIGIBLE TO SERVE ON THE
BOARD. EACH MEMBER OF THE BOARD SHALL RECEIVE PER DIEM
COMPENSATION AS PROVIDED IN THE BUDGET FOR EACH DAY
ACTUALLY ENGAGED IN THE DISCHARGE OF THAT MEMBER'S
OFFICIAL DUTIES, AS WELL AS REIMBURSEMENT FOR ALL
NECESSARY AND PROPER EXPENSES. THE BOARD SHALL HAVE SUCH
STAFF AS PROVIDED IN THE BUDGET. MEETINGS SHALL BE HELD
AT THE CALL OF THE CHAIRMAN, OR ANY TWO MEMBERS OF THE
BOARD. TWO MEMBERS SHALL CONSTITUTE A QUORUM AND THE
CONCURRENCE OF AT LEAST TWO MEMBERS SHALL BE REQUIRED FOR
ANY ADVISORY DECISION OR OPINION RENDERED BY THE BOARD.
WITHIN THIRTY (30) DAYS FROM THE EFFECTIVE DATE OF THIS
ARTICLE, THE COUNTY EXECUTIVE AND [[THE CHAIRMAN OF]] THE
COUNTY COUNCIL SHALL APPOINT THE INITIAL MEMBERS TO THE
BOARD TO SERVE UNTIL THE THIRD WEDNESDAY OF JANUARY 1975,
OR UNTIL THEIR SUCCESSORS HAVE BEEN DULY APPOINTED, IF
LATER.

(B) IT SHALL BE THE FUNCTION OF THE PUBLIC
DISCLOSURE ADVISORY BOARD:

(1)    TO RECOMMEND TO THE DIRECTOR OF FINANCE
FROM TIME TO TIME, SUCH FORMS AS IT MAY DEEM ADVISABLE
FOR USE IN THE FILING OF THE STATEMENTS REQUIRED BY THIS
ARTICLE.

(2)    TO INVESTIGATE COMPLAINTS OF ALLEGED
VIOLATIONS OF THIS ARTICLE;

(3)    TO REPORT VIOLATIONS OF THIS ARTICLE,
WITH APPROPRIATE NOTICE THEREOF TO THE PERSON SO CHARGED,
TO THE COUNTY SOLICITOR;

(4)    TO ISSUE, UPON WRITTEN REQUEST OF ANY
PERSON REQUIRED TO FILE A STATEMENT UNDER THIS ARTICLE,
ADVISORY OPINIONS WITH RESPECT TO ANY MATTER IN WHICH
SUCH PERSON IS INVOLVED CONCERNING THE APPLICABILITY OF
THIS ARTICLE, BUT NO SUCH REQUEST, INVESTIGATION MADE
PURSUANT THERETO, OR OPINION SHALL BE MADE PUBLIC WITHOUT
THE CONSENT OF THE PERSON REQUESTING THE OPINION;

(5) TO ISSUE AND PUBLISH, UPON WRITTEN
