the Charter of the City of Laurel entitled "Taxation and
Finance — Clerk — Treasurer — Powers and duties, be
amended by the exclusion of the word "Mayor" from
subsection (a) and the substitution in lieu thereof of
the words "Town Supervisor"; by the deletion of
subsection (i); and by the exclusion of the words "Mayor
or the City Council" from subsection (j) and the
substitution in lieu thereof of the words "Town
Supervisor", to read as follows:

Section 55, Clerk — Treasurer — Powers and duties.

(a)    Listed. Under the authority and supervision of
the [Mayor], TOWN SUPERVISOR the Clerk - Treasurer shall
have authority and shall be required to;

(b)    Budget. Prepare at the request of the Mayor an
annual budget to be submitted by the Mayor to the City
Council.

(c)    Expenditures. Supervise   and be responsible for
the disbursement of all moneys and   have control over all
expenditures to assure that budget   appropriations are not
exceeded.

(d)    Accounting System. Maintain a general
accounting system for the town in such form as the City
Council may require, not contrary to State law.

(e)    Reports. Submit at the end of each fiscal
year, and at such other times as the City Council may
require, a complete financial report to the City Council
through the Mayor.

(f)    Assessments. Ascertain that all taxable
property within the town is assessed for taxation.

(g)    Revenues. Collect all taxes, special
assessments, license fees, liens, and all other revenues
(including utility revenues) of the town, and all other
revenues for whose collection the town is responsible,
and receive any funds receivable by the town.

(h) Public Funds. Have custody of all public
moneys, belonging to or under the control of the town,
except as to funds in the control of any set of trustees,
and have custody of all bonds and notes of the town.

[(i) Employees. Exercise direction over and have
charge of the employees of the financial department of
the town, and hire and discharge the same, subject to the
approval of the Mayor and of the City Council.]
