MUNICIPAL CHARTERS
Mayor and Commissioners of Elkton hereby proposed by this
enactment shall become effective forty—five (45) days
after final enactment, unless a proper petition for a
referendum hereon shall be filed as permitted by law,
provided a complete and exact copy of this Resolution
shall be posted in the Town Hall of Elkton until
September 19, 1973 and PROVIDED, FURTHER, that public
notice of the contents of this Resolution shall be
published in the "Cecil Whig" or "Cecil Democrat," a
newspaper of general circulation in the Town of Elkton,
once in each of the weeks of August 8, 15, 22nd and 29th.
Section 6. AND BE IT FURTHER RESOLVED that the
Mayor of the Town of Elkton be and he is hereby
specifically enjoined and instructed to carry out the
provisions of Section 5 hereof, and, as evidence of said
compliance, the Mayor and Commissioners of the Town of
Elkton shall cause to be affixed to the minutes of this
meeting appropriate certificates of publication of the
newspaper in which the title of this Resolution shall
have been published and shall declare the charter
amendment hereby enacted to be effective by affixing his
signature hereto in the space provided on the effective
date hereof.
Section 7. AND BE IT FURTHER RESOLVED that as soon
as the charter amendment hereby enacted shall become
effective, either as herein provided or following a
referendum, the Mayor and Commissioners of the Town of
Elkton shall send separately, by Registered flail, to the
Secretary of the State of Maryland, and to the Department
of Legislative Reference, to the Clerk of the Court of
Cecil County, and to the Clerk or similar official
thereof with the Director of the Hall of Records, the
following information concerning the charter amendment:
(1) The complete text of Section 3 of the new charter of
the Town of Elkton as adopted on October 30, 1968 and as
under the Code of Cecil County, Maryland, adopted January
25, 1971, under Chapter 27 of said Code which
incorporates the charter of the Town of Elkton by
reference; (2) the date of the referendum election, if
any, held with respect thereof; (3) the number of votes
cast for and against the question containing the charter
amendment, whether by the Mayor and Commissioners of the
Town of Elkton or in a referendum; (4) the effective date
of the charter amendment; and (5) a complete description
of the original boundaries of the municipality and a
complete description of the new boundaries of the area
hereby annexed.
