persons not registered to vote. If necessary for the
performance of registration or the convenience of the
citizens of the town, the mayor may designate additional
days as registration days. Registration shall be
permanent, and no person is entitled to vote in town
elections unless he is registered. The board of
supervisors of elections shall keep the registration
lists up to date by striking from the lists persons who
are known to have died or to have moved out of town. The
council, by ordinance, shall adopt and enforce any
provisions necessary to establish and maintain a system
of permanent registration and provide for a registration
when necessary.
31. Appeal from action of board of supervisors of
elections.
If any person is aggrieved by the action of the
board of supervisors of elections in refusing to register
or in striking off the name of any person, or by any
other action he may appeal to the council. Any decision
or action of the council upon such appeals may be
appealed to the circuit court for the county within the
time allowed for such appeals.
32. Filing certificates of nomination.
Persons may be nominated for elective office in the
town by filing a certificate of nomination at the office
of the board of supervisors of elections on or before the
second Monday in April next preceding the town election.
No person shall file for nomination to more than one
elective office in the town at any one time.
33. Primary election; municipal meeting or convention.
(a) Time of holding; conduct of primary election.
— A primary election or municipal meeting or convention
shall be held in the town on the fourth Monday in April
in every second even—numbered year, in order to select
candidates for the general election on the second Tuesday
in May. The primary election shall be conducted
generally as specified in this subtitle for the conduct
of special and general elections. Candidates' names
shall appear in alphabetical order for the office sought,
on the ballots or voting machine labels, with no party
designation of any kind. If not more than ten persons
have filed as candidates for the office of councilman, or
if not more than two persons have filed for the office of
mayor, no primary election shall be held as to that
office or those offices, in those instances, those
nominated for mayor or the nominees for councilmen shall
be considered as nominees and their names shall be placed
on the ballots or voting machines at the general election
