MUNICIPAL CHARTERS

"Home Rule", entitled "A RESOLUTION TO ABEND THE CHARTER
OF THE CITY OF CUMBERLAND (1966 EDITION, AS AMENDED)
BEING ARTICLE 1A 07 THE CODE OF PUBLIC LOCAL LAWS OF
MARYLAND, BY REPEALING AND REENACTING, WITH AMENDMENTS,
SECTION 162 OF SAID CHARTER, AND ADDING SUBSECTION (d) TO
SECTION 162B."

NOW, THEREFORE:

SECTION 1: BE IT RESOLVED BY THE MAYOR AND
CITY COUNCIL OF CUMBERLAND, That Section 162 of the
Charter of the City of Cumberland (1966 Edition, as
amended) be and is hereby repealed and reenacted to read
as follows:

"Sec. 162. Any person shall be eligible to
register as a voter in municipal elections who
is a citizen of the United States, a resident
of the City [for at least six months] and at
least eighteen years of age at the time of the
next municipal election."

SECTION 2: AND BE IT FURTHER RESOLVED, That
the following, to be designated subsection (d), be and is
hereby added to Section 162B of the Charter of the City
of Cumberland:

" (D) ANY PERSON QUALIFIED TO VOTE SHALL BE
PERMITTED TO REGISTER AND REREGISTER BY
CASTING AN ABSENTEE BALLOT. WHEN PROPERLY
REGISTERED UNDER THIS SUBSECTION, A PERSON
SHALL CONTINUE AS A REGISTERED VOTER TO THE
SAME EXTENT AND FOR THE SAME PERIOD THAT HE
WOULD BE REGISTERED HAD HE APPEARED IN PERSON
AND BEEN REGISTERED UNDER THE PROVISIONS OF
THIS CHARTER."

SECTION 3: AND BE IT FURTHER RESOLVED, That
the date of the passage of this Resolution is February
26, 1974, and the amendments to the Charter of the City
of Cumberland, hereby enacted, shall become effective on
April 17, 1974, unless a proper Petition for a Referendum
hereon shall be filed as provided by Section 13 of
Article 23A of the Annotated Code of Maryland. A
complete and exact copy of this Resolution shall be
continuously posted on the North Centre Street entrance
of the City Hall, Cumberland, Maryland, until April 7,
1974, and provided further that a fair summary of the
proposed amendments shall be published in the Cumberland
Evening Times, a newspaper of general circulation in the
City of Cumberland, once in each of the weeks of March 4,
11, 18, 25; April 1, 1974.

SECTION 4: AND BE IT FURTHER RESOLVED, That
