dated the same or if both are undated, none of the
ballots received from such person shall be counted.

(v) Contests concerning registration,
voting or the validity of any ballot under this
subsection shall be decided by the Board of Election
Judges. No registration shall be denied and no ballot
rejected except by the unanimous vote of the entire
Board. Any candidate or absentee voter aggrieved by any
decision or action of such Board shall have the right of
appeal to the Circuit Court for Harford County to review
such decision. Such appeals shall be prosecuted in
accordance with the Maryland Rules of Procedure which
apply to appeals from administrative agencies.

(vi) Anyone who willfully signs any
false application or oath described hereunder or who
willfully does any act contrary to the terms or
provisions of this subsection with intent to cast an
illegal vote or to aid another in doing so or who
willfully violates any provision of subsection or who
applies for a ballot under any other name than his own
shall upon conviction be subject to a fine of [Five
Hundred Dollars ($500.00)] ONE HUNDRED DOLLARS ($100.00)
or to imprisonment [for three (3) months] FOR NINETY (90)
DATS or both at the discretion of the Court hearing the
case.

SECTION 2. AND BE IT FURTHER RESOLVED, By the
Commissioners of Bel Air that the date of the adoption of
this resolution is the 28th day of October, 1974, and the
Amendment of the Charter of the Town of Bel Air hereby
enacted shall become effective on the 13th day of
December, 1974, unless a proper Petition for Referendum
hereon shall be filed as permitted by law, provided, that
a complete and exact copy of this Resolution shall be
continuously posted on the bulletin board at the Town
Office until the 13th day of December, 1974; and provided
further that a copy of the title of this Resolution shall
be published in a newspaper of general circulation in the
Town of Bel Air, once in each of four (4) successive
weeks hereafter.

SECTION 3. AND BE IT FURTHER RESOLVED, That the
Chairman of the Commissioners is hereby specifically
enjoined to carry out the provisions of Section 2 hereof,
and as evidence of such compliance, the said Chairman
shall cause to be affixed to the minutes of this meeting
appropriate certificates of publication of the newspaper
or newspapers in which the title of this Resolution shall
have been published, and shall declare the Charter
Amendment hereby enacted to be effective by affixing his
signature hereto in the space provided on the effective
