(b) If the applicant is a qualified
voter as stated in his affidavit, the Board shall as soon
as practicable thereafter deliver to him at the office of
the Clerk of the Town of Bel Air or mail to him at the
address designated by him an Absentee Voter's ballot and
an envelope therefor. The envelope shall be known as the
"return envelope" and shall be of sufficient size so as
to contain the Absentee Ballot. The following oath shall
be printed on the face of the envelope: "Oath of Absentee

Resident, I, ____(name), do hereby swear (or affirm)

that I am a voter legally qualified to vote in the
(general or special) election to be held on (date), that
I am legally registered in the Town of Bel Air as stated
in my application for said ballot; that I will be unable
to vote in person on the day of such election because
(reason); that I have not qualified nor do I intend to
vote elsewhere than as set forth herein; the within
ballot was by me secretly marked, folded and enclosed and
sealed in this ballot envelope; that I am not now
disqualified from voting under the laws of the Town of
Bel Air or of Maryland." Such delivery or mailing shall
be concluded not later than five (5) days before an
election day.

Absentee Ballots shall contain the words "absentee
ballot", printed in large letters in a clear space at the
top of each ballot, and otherwise shall conform to the
requirements for ballots as set forth in this section.

(c)    The Board of Election Judges shall keep
a record of applications for absentee voters' ballots as
they are received showing the date and time received, the
names and residences of the applicants, and such records
shall be available for examination by any registered
voter.

(d)    After approval of an application for
absentee ballot and the mailing to the applicant of an
absentee ballot, the voter's registration record card
kept in the election poll book of the Town of Bel Air
shall be removed and placed in a separate binder marked
"Registered Absentee Voters" and retained in the office
of the Clerk of the Town of Bel Air. A marker shall be
placed in the election poll book with the voter's name
and recording the fact that an absentee ballot has been
mailed, which shall show the date on which the ballot was
sent. No such voters shall be allowed to vote in person
at any polling place. After the Board of Election Judges
has made return of the election for which the ballot is
issued, each voter's registration card shall be returned
to the poll book.
