RESOLUTION NO. 45

Resolution of the Commissioners of Bel Air to amend
the Charter of Bel Air by amending Section 106(f), said
Charter entitled Absentee Voting, more particularly
Section 106(f) (vi) thereof to provide for penalty of one
hundred dollars ($100.00) or imprisonment for ninety (90)
days or both for violation of said Section 106(f) instead
of penalty of five hundred dollars ($500.00) or
imprisonment for three (3) months or both for violation
of said Section 106(f) now provided.

SECTION 1. BE IT RESOLVED by the Commissioners of
Bel Air, Maryland, That Section 106(f) of the Charter of
the Town of Bel Air is hereby amended to read as follows:

106. Elections; oath of office.

(f) Absentee Voting.

(i) The following persons may vote as
absentee voters in general or special elections held in
the Town of Bel Air:

(a)    Any qualified voter who may be
unavoidably absent from the Town of Bel Air for any
reason on any election day; and

(b)    Any qualified voter who, as a
condition of his employment, may be required to be absent
a distance of greater than seventy—five (75) miles from
his place of residence on any election day; and

(c)    Any qualified voter who is a full
time or regular student in a bona fide school, college,
hospital or similar institution and is unavoidably absent
from the Town of Bel Air and from Harford County on any
election day; and

(d)    Any qualified voter suffering a
physical disability which confines him to a hospital or
which causes him to be confined to bed and which prevents
or will prevent him from being present and voting
