be filed with the said police [commissioner] CHIEF,
and it shall be the duty of the police
[commissioner] CHIEF to make out a list of all
applicants for the positions in said department,
grading them according to the examination in which
he shall test, the moral, mental, physical and
educational qualifications and from the eligible
list, the said police [commissioner] CHIEF shall
choose such person or persons having the highest
rating AFTER MEETING ALL POLICE TRAINING COMMISSION
REQUIREMENTS for the said vacancy or appointment,
and in this manner and no other shall appointments
be made for the position of police officer in said
city.
SECTION II: AND BE IT FURTHER RESOLVED BY THE MAYOR
AND ALDERMEN OF THE CITY OF ANNAPOLIS that the date of
adoption of this Resolution is February 11, 1974, and the
amendment of the Charter of the City of Annapolis, hereby
enacted shall become effective on April 2, 1974, unless a
proper petition for referendum hereon shall be filed as
permitted by law, provided a complete and exact copy of
this Resolution shall be continuously posted on the
bulletin board in the City Hall until March 23, 1974, and
provided further that a copy of the title of this
Resolution shall be published in the "Evening Capital", a
newspaper of general circulation in the City of
Annapolis, or in any other newspaper of such general
circulation, once in each of the weeks, Feb. 19, Feb.
26, March 5, March 12, and March 19, 1974.
SECTION III: AND BE IT FURTHER RESOLVED BY THE
MAYOR AND ALDERMEN OF THE CITY OF ANNAPOLIS that the
Mayor is hereby specifically commanded to carry out the
provisions of Section IT hereof, and, as evidence of such
compliance, the Mayor shall cause to be affixed to the
Minutes of this meeting appropriate certificates of
publication of the newspaper or newspapers in which the
title of the Resolution shall have been published and
shall declare the Charter change hereby enacted to be
effective on April 2, 1974, or following a favorable
referendum thereon, by affixing his signature hereto in
the space provided on the effective date of change.
SECTION IV: AND BE IT FURTHER RESOLVED BY THE MAYOR
AND ALDERMEN OF THE CITY OF ANNAPOLIS that as soon as the
Charter amendment hereby enacted shall become effective,
either as provided herein or following a referendum, the
Mayor shall send separately by registered mail, to the
Secretary of State of Maryland and to the Department of
Legislative Reference of Maryland a clear certified copy
of this Resolution showing the number of Aldermen voting
for and against it and a report on the votes cast for or
against the amendment hereby enacted at any referendum
