the bill provided for a Chief Judge from each of the two
principal parties, I would have no objection to it.
However, given the inexact nature of the very broad
authority granted to these Chief Judges, I am most
concerned about one political party obtaining such
potential power in every precinct throughout the City
with respect to the conduct of elections. Unless the
actual powers, duties, and authority of these officials
is made crystal clear, the opportunity for contention and
dispute at the polls is enormously enhanced and the
fairness and impartiality of the election process may
well be endangered.
For these reasons, I have vetoed House Bill 851.

House Bill No. 854 — Tax on Wagers at Timonium Track
AN ACT concerning
Timonium Race Track — State Tax on Monies Wagered
FOR the purpose of providing that beginning with calendar
year [[1975]] 1976 and for [[seven]] three
consecutive calendar years thereafter, the Timonium
Race Track (the Maryland State Fair and Agriculture
Society, Inc.) shall not pay the annual State tax on
all monies wagered during each year of this period;
providing that the monies retained by the track as a
result of this Act shall be used for capital
improvements approved by the Racing Commission; and
relating generally to the State's share of monies
wagered at all races conducted each year at the
Timonium Race Track.
