Article 41, Section 2561, of the Code, it would, in fact,
be necessary for the Director to have the regulations
prepared and submitted to the Legislative Committee on
Administrative, Executive and Legislative Review by July
1, 1975, in order to assure their adoption by September
1, 1975.
Of even greater significance is the fact that the
fiscal note submitted by the Department of Fiscal
Services to the House Ways and Means Committee with
respect to this bill indicates a first year (fiscal year
1976) cost of over $1,800,000 to implement the bill. The
1976 budget which, of course, has already been adopted,
makes no provision to fund this expense. Where, then, is
the money to come from to fund this program?
I have no objection to the immediate inauguration of
worthwhile programs where the General Assembly has
provided sufficient appropriations for their
implementation. Such is not the case here, however.
For these reasons, I have vetoed House Bill 789.

Judge within each election precinct of Baltimore
City; providing additional compensation and

Judges; making certain numerical style changes; and
subdividing a subsection.
