standards. I am advised that there are certain
pollutants, such as fluorides, for which no ambient air
quality standards have been adopted by the Federal
Government. Thus, we would have the same uncertainty:
will Garrett and Allegany Counties have no standards at
all in these areas, or will the Federal Government simply
become the enforcement agency for the existing State
standards?
I am in sympathy with what the General Assembly was
attempting to accomplish; and, to that end, the State is
presently reviewing its entire air quality control plan
in attempt to take better account of regional
differences. This will be an orderly and overall review,
giving proper attention to Federal standards,
requirements, and procedures.
For the reasons stated herein, I have decided to
veto House Bill 685.

AN ACT concerning
Speech[[, Vision]] and Hearing Programs
FOR the purpose of requiring the Department of Health and
Mental Hygiene and the State Department of Education
to establish certain programs for children of a
certain age; and providing a procedure by which
certain children may be exempted from such programs.
