House Bill No. 685 - Allegany and Garrett Counties; Air
Quality Control
AN ACT concerning
Air Quality Control Areas — Standards in
Certain Counties
FOR the purpose of [[providing electric—bill savings to
the citizens of certain counties while maintaining
air quality at levels fully adequate to protect the
public health and preserve the environment;
requiring that the Department of Health and Mental
Hygiene's regulations governing ambient air quality
for those counties and air emissions from electric
generating stations within those counties be
identical to national air quality standards
established by the Federal Government pursuant to
the Federal Clean Air Act and other applicable
Federal legislation; requiring that all fuel—cost
savings consequently realized by Maryland public
service companies be applied fully to reduce
electric bills rendered to consumers in those
counties;]] requiring that the Department of Health
and Mental Hygiene's regulations governing ambient
air quality for certain counties and air emissions
from certain sources within those counties be
identical to national air quality standards
established by the Federal Government pursuant to
the Federal Clean Air Act and other applicable
Federal legislation in effect on July 1, 1975 and
adding numbering as appropriate.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill
685.
This bill provides that all ambient air quality
standards adopted by the Department of Health and Mental
Hygiene for Garrett and Allegany Counties shall be
identical to "national primary or secondary ambient air
quality standards prescribed and adopted by the Federal
