VETOES

Whatever the merits of extending unemployment
insurance coverage to public employees may be, I cannot
jeopardize the existing program of supplemental benefits,
so sorely needed at this time.

For this reason, I have vetoed House Bill 578.

House Bill No. 671 — Baltimore City; Employee Relations
for Police Department

AN ACT concerning

Baltimore City — Police Department

FOR the purpose of providing that the Police Department
of Baltimore City and members of the Department may
be included within those provisions of the Baltimore
City Code which generally deal with Municipal
Employee Relations.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill
671.

This bill authorizes the Mayor and City Council of
Baltimore City to include the Baltimore City Police
Department and its members within the scope of the City's
Municipal Employee Relations Law (Article 1, Sections
110—126, Baltimore City Code).

A similar bill (House Bill 1129) was vetoed by me in
1973, and the veto was sustained by a vote of 117 to 11
in the House of Delegates. My objections to House Bill
671 are the same as they were to House Bill 1129 in 1973.
As I stated in my Veto Message to the earlier bill,
