The purpose of this Departmental bill was to attempt
to expedite the process of disposing of excess property
and provide greater flexibility in doing so. However,
the last minute amendment to the bill has effectively
created a procedure which would be slower and more
cumbersome than the present procedure.
For these reasons, I have decided to veto House Bill
64.

House Bill No. 152 - Employee Benefits of Assessors
AN ACT concerning
Assessors — Election to Remain in Local System
FOR the purpose of providing that all supervisors of
assessments, all assessors, and all clerical
personnel engaged in assessment functions who are
eligible to and elect to remain in a local merit,
classification or salary, pension or retirement, and
health benefit system shall also have this elective
right with respect to any local life insurance
program; providing that all supervisors of
assessments, all assessors, and all clerical
personnel engaged in assessment functions who are
eligible to and elect to become subject to the
provisions of the State Merit System Law under
Article 64A and subject to the Employees' Retirement
System shall also have this elective right with
respect to any benefits upon death either through
insurance or any provision of law; and providing for
the applicability of this Act.
