JOINT RESOLUTIONS

of revenues derived from import duties on petroleum and
petroleum products , if the President and the Congress
find it necessary to increase the taxes on gasoline and
crude oil, to compensate them for revenue losses incurred
through reduced gasoline consumption caused by these
import duties; and be it further

RESOLVED, That copies of this Resolution be sent to
the Maryland Congressional Delegation as follows: The
Senators Charles McC. Mathias, Jr. and J. Glenn Beall,
Jr., Senate Office Building, Washington, D.C. 20510; and
Representatives Robert E. Bauman, Clarence D. Long, Paul
S. Sarbanes, Marjorie S. Holt, Gladys N. Spellman,
Goodloe E. Byron, Parren J. Mitchell, and Gilbert Gude,
House Office Building, Washington, D.C. 20515.

A House Joint Resolution concerning

Commission on Juvenile Justice

FOR the purpose of creating the Commission on Juvenile
Justice and providing for its composition and
duties.

WHEREAS, The children of this State are its most
precious resource; and

WHEREAS, The State has a strong humanitarian,
social, and economic interest in assuring that its
children receive proper care, guidance, and attention
during their formative years in order that they may grow
into useful and productive citizens; and

WHEREAS, In recent years, there has been significant
increase in the number of children who have been
subjected to the juvenile justice system, by reason of
their delinquent behavior, or because of their neglected
or dependent status; and

WHEREAS, Present proposals for necessary changes in
the laws dealing with juvenile crime deal only with
procedures; and

WHEREAS, The overall philosophy and effectiveness of
