A Senate Joint Resolution concerning

Approval of Amendment to Personnel Rules

FOR the purpose of indicating approval by the General
Assembly of Maryland of the amendments to the
Standard Travel Regulations adopted by the Board of
Public Works on January 23, 1975.

WHEREAS, Section 245(c) of Article 41 requires that
the amendment of any rule or regulation which increases
an agency's expenditures beyond budgetary limitations
must receive the express approval of the General Assembly
when the Legislature is in session; and

WHEREAS, At a meeting of the Board of Public Works
on January 23, 1975, amendments to the Standard Travel
Regulations issued by the Department of Personnel were
adopted. These amendments, effective January 1, 1975,
will increase State expenditures beyond budgetary
limitations as follows:

1.     Increase the maximum reimbursement, for meal
allowance from $10 per day to $12 per day as follows:

Old New

Breakfast $ 1.75         $ 2.00

Lunch 2.00             2.50

Dinner 6.25             7.50

$10.00         $12.00

2.     Modify the requirement with respect to
reimbursement for lunch.

3.      Permit reimbursement at rates above the
limitation if the cost of meals is part of a flat-rate
per diem expense allowance; and

WHEREAS, The amount of funds requested in the 1975
budget allowances for meal reimbursement was based on the
Standard Travel Regulations in effect as of July 1, 1974,
and reimbursement for the new amounts will require that
funds for other expense objects be utilized; now,
therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the General Assembly approves the amendments to the
Standard Travel Regulations adopted by the Board of
Public Works at its meeting on January 23, 1975; and be
it further

RESOLVED, That a copy of this Resolution be sent to
the Department of Budget and Fiscal Planning.
