expresses deepest sympathies over the passing of the
Honorable Theodore Roosevelt McKeldin and also their
admiration and respect for his lifetime of
accomplishments, progress and devotion to duty; and be it
further
RESOLVED, That the Secretary of the State of
Maryland is requested to send a copy of this Resolution,
under the Great Seal of the State of Maryland, to the
surviving family of the late Ted McKeldin, in care of
Mrs. Theodore R. McKeldin, 103 Goodall Road, Baltimore,
Maryland.

A Senate Joint Resolution concerning
Governor Theodore R. McKeldin
FOR the purpose of paying tribute to our late Governor,
the Honorable Theodore R. McKeldin.
WHEREAS, Congressman Paul S. Sarbanes has placed in
the Congressional Record of September 19, 1974, a tribute
to the late Governor Theodore R. McKeldin; and
WHEREAS, The General Assembly of Maryland concurs in
the sentiments expressed therein; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the General Assembly of Maryland adopts and endorses the
following tribute to Governor Theodore R. McKeldin:
Mr. Theodore R. McKeldin, whose recent death is
mourned throughout the State of Maryland, was by all
measures an extraordinary man. Twice Governor of the
Free State and twice mayor of the City of Baltimore, he
was unusual in the warmth and openness of his buoyant
personality; in his matchless and inspiring rhetorical
style; and in his resolute, indeed passionate, commitment
to the eternal ideals of equality and justice for all
men, regardless of race, creed, or class.
Governor McKeldin's deep Maryland roots can be
traced to humble beginnings in South Baltimore; the
Governor was always intensely proud of them. The son of
