secretary—treasurer of the Commission, as [may be]
necessary to meet its administrative operating expenses
within either county, from any bank or institution or
individual willing to lend the same. The Commission
[also is authorized and empowered,] from time to time[,]
ALSO MAY [to] issue and [to] renew its tax anticipation
certificates of indebtedness for the same, bearing
interest at not exceeding six [per centum (6%) per annum]
PERCENT A YEAR; provided that the total amount so
borrowed and outstanding in any fiscal year [shall] DOES
not exceed [seventy—five (75) per centum] 75 PERCENT of
the total proceeds received by the Commission from the
administrative tax levied and collected during the
Commission's preceding fiscal year within [such] THAT
county. All moneys [so] borrowed within any fiscal year
shall be repaid during the next succeeding fiscal year
from the proceeds of the administrative tax received by
the Commission from [such] THAT county in the fiscal year
last mentioned.
(f) Any funds over and above that necessary for
operating and administrative purposes and any other funds
not specifically pledged by law which [heretofore or
hereafter] remain in the hands of the Commission may be
used in the respective counties of the Regional District,
in the same proportion as [the same] THEY were collected
from these counties, for the purchase, development,
maintenance, and operation of parks therein. Any [such]
funds not collected in the [said] counties may be used by
the Commission [as] in its discretion [is] for the best
interests of the Regional District.
[94.] 8-116.
(a) The County Commissioners of Prince George's
County [is authorized, empowered, and directed] SHALL
(1) [To regulate] REGULATE through rules and
regulations, which shall be uniform throughout that
portion of the Regional District in Prince George's
County, the construction, improvement, and demolition of
all types of buildings within the Regional District, as
it [may deem] DEEMS necessary;
(2) [To regulate] REGULATE and establish the size
of bricks and thickness of walls that are [to be] used in
the houses to be built in that portion of the Regional
District;
(3) [To provide] PROVIDE for the entry into and
examination of all buildings, lots, yards, and enclosures
and cars, boats, and vehicles of every description in
that portion of the Regional District in order to
ascertain their condition for health, cleanliness, and
