The boundaries of the Lower Montgomery County
Metropolitan District are extended by the addition
thereto of all of that area within Montgomery County
which, until the effective date of this Act, was in the
Upper Montgomery County Metropolitan District.

[(a)] In the acquisition and development of land or
other property or the exercise of its duties under this
[subtitle] ARTICLE and/or for the purpose of complying
with the provisions of paragraphs or subsections (a) and
(b) of Section 1 and/or securing the funds authorized to
be appropriated by said subsections (a) and (b) of
Section 1 of an Act of the Congress of the United States
known as Public [Act] LAW 284, 71st Congress, entitled
"An Act for the acquisition establishment and development
of The George Washington Memorial Parkway along the
Potomac from Mount Vernon and Fort Washington to the
Great Falls, and to provide for the acquisition of lands
in the District of Columbia and the States of Maryland
and Virginia requisite to the comprehensive park, parkway
