House Bill No. 281 — Governor's Item Veto Message

Dear Mr. Speaker:
I have today approved House Bill 281, the General
Construction Loan of 1975, except for the following
enumerated items therein which, in accordance with
Article II, Section 17, and Article III, Section 52(8) of
the Maryland Constitution, I have today expressly
disapproved and vetoed:
(1) Item F1(h) appearing on page 26 of the bill,
entitled
"(h) Preliminary plans for a Biology,
Building, including classrooms, teaching
and research laboratories, faculty
offices, for microbiology and entomology
................................. 90,000"
(2) Item Gl(d) appearing on page 31 of the bill,
entitled
"(d) In order to enable the College to
convert the existing Student Center into
a Central Dining Facility. The State's
share of the estimated cost of
$4,245,000 for a new Center for Student
Development is based upon the
eligibility Guidelines for construction
of Community Colleges as approved by the
Board of Public Works. The College
share of the estimated cost should be
provided from student fees and/or other
funds available to the Board of Trustees
of the State Colleges. This
appropriation is contingent upon
approval of the Board of Public Works of
the building program and preliminary
plans upon the recommendations of the
Department of State Planning..2,100,000"
(3) Item J1(j) appearing on page 38 of the bill,
entitled
"(j) Grant to the Chesapeake City District
