OWNERS OF PROPERTY WITHIN THE PROPOSED DISTRICT AS THEY
APPEAR ON THE STATE TAX ASSESSMENT RECORDS FOR THE
COUNTY;

(6)         A STATEMENT OF THE GEOGRAPHIC BOUNDARIES
OF THE PROPOSED DISTRICT;

(7)         AN EXPLANATION OF THE RELATIONSHIP OF
THE PROPOSED DISTRICT TO THE APPROVED AND ADOPTED MASTER
PLAN OR PLANS FOR THE AREA;

(8)         A DESCRIPTION OF THE PROCESS BY WHICH
PLANS FOR THE IMPLEMENTATION OF THE DEVELOPMENT,
REDEVELOPMENT, RENOVATION OR REHABILITATION OF THE
PROPOSED DISTRICT WILL BE PREPARED;

(9)         A DESCRIPTION OF HOW PROPERTY OWNERS AND
OTHER AFFECTED PERSONS IN THE PROPOSED DISTRICT WILL BE
ASSURED OF PARTICIPATION, BOTH PRIOR AND SUBSEQUENT TO
TEE DESIGNATION OF THE PROPOSED DISTRICT, IN THE
PREPARATION AND IMPLEMENTATION OF PLANS FOR THE
DEVELOPMENT, REDEVELOPMENT, RENOVATION OR REHABILITATION
OF THE PROPOSED DISTRICT;

(10)       A STATEMENT DESCRIBING THE PROGRAM OF
RELOCATION ASSISTANCE TO OWNERS AND LEASEHOLDERS IN THE
PROPOSED DEVELOPMENT DISTRICT;

(11)       A STATEMENT OF THE POWERS SET FORTH IN
SECTION 28A-2 WHICH THE COUNTY PROPOSES TO EXERCISE IN
THE PROPOSED DISTRICT; [[AND]]

(12)      A STATEMENT OF THE AREA OF EACH
MUNICIPAL CORPORATION SUBJECT TO ARTICLE [[XI-H]] XI-E OF
THE MARYLAND CONSTITUTION, WITHIN THE PROPOSED
DISTRICT[[.]]; AND

(13) A STATEMENT OF THE AREA OF EACH SPECIAL TAXING
AREA WITH AN ELECTED GOVERNING BODY INCLUDED IN WHOLE OR
IN PART IN THE PROPOSED DISTRICT.

(C)        DESIGNATION OF A DEVELOPMENT DISTRICT SHALL BE

BY RESOLUTION, ADOPTED AS PROVIDED IN THIS CHAPTER,
FOLLOWING A PUBLIC HEARING WHICH MAY NOT BE HELD PRIOR TO
90 DAYS FOLLOWING COMPLETION OF TEE NOTIFICATION
PROCEDURE ESTABLISHED PURSUANT TO SUBPARAGRAPH (B) (5) OF
THIS SECTION. THE PUBLIC HEARING SHALL BE HELD AFTER 30
DAYS' NOTICE BY PUBLICATION IN AT LEAST TWO NEWSPAPERS
HAVING GENERAL CIRCULATION IN THE COUNTY. THE NOTICE
SHALL STATE THE TIME, PLACE AND DATE OF THE HEARING, AND
THE LOCATION OR LOCATIONS WHERE PLANS FOR THE DEVELOPMENT
DISTRICT ARE AVAILABLE FOR PUBLIC REVIEW. A RESOLUTION
DESIGNATING A DEVELOPMENT DISTRICT SHALL CONTAIN:
