AN ACT concerning
Voter Registration — Newspaper Application Forms
FOR the purpose of [[establishing a Statewide voter
registration—by—mail program whereby applicants may
complete registration forms printed in certain
newspapers and mail the applications to local
election boards; providing for the content of the
registration forms and that these forms shall be
completed under penalties of perjury; and providing
for the publication of the voter registration
forms.]] providing for the establishment by the
State Administrative Board of Election Laws of a
program for the publication of voter registration
request forms in the newspapers in those
subdivisions which have adopted voter registration
by mail,

WHEREAS, statistics continually indicate that the
number of individuals who are registered to vote in this
State are far below the number of individuals who are
actually eligible to exercise the franchise. The General
Assembly recognizes that there is a continuing duty to
the citizens of this State to encourage voter educations
and registration in order that the political process be
most responsive to the needs of the people. As a means
to this end, a program of voter registration whereby an
applicant may register to vote by completing a
registration form published in the newspapers of this
State is hereby established; now, therefore,]]
