SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 1—4 of the Washington Suburban
Sanitary District Code, (1969 Edition, as supplemented)
being also Section 86—1—4 of the Code of Public Local
Laws of Montgomery County being Article 16 of the Code of
Public Local Laws of Maryland (1972 Edition, as amended),
being also Section 83—58 of The Code of Public Local Laws
of Prince George's County being Article 17 of the Code of
Public Local Laws of Maryland (1963 Edition and 1967
Supplement, as amended), be and it is hereby repealed and
re—enacted, with amendments, to read as follows:

Washington Suburban Sanitary District Code

1-4. (86—1-4,83-58) Capital and Operating Budgets.

(a) Preparation of Budgets. The Commission shall,
prior to January 15 of each year, cause to be prepared
capital and operating budgets for the succeeding fiscal
year, and [said] THE budgets shall be open for inspection
