national party committee. Each delegate may have placed
adjacent to his name on the ballot the name of a
presidential candidate, provided that the written
permission of the presidential candidate has been
received by the State Administrative Board of Election
Laws at least 53 days prior to the date of the primary
election.] [[THERE SHALL BE ELECTED AT THE PRIMARY
ELECTION THE NUMBER OF DELEGATES FROM EACH CONGRESSIONAL
DISTRICT AS PROVIDED IN THE RULES OF THE RESPECTIVE
PARTIES' NATIONAL CONVENTION AND AS CERTIFIED BY THE
GOVERNING BODY OF EACH PARTY. EACH DELEGATE MAY HAVE
PLACED ADJACENT TO HIS NAME ON THE BALLOT THE NAME OF A
PRESIDENTIAL CANDIDATE, PROVIDED THAT THE WRITTEN
PERMISSION OF THE PRESIDENTIAL CANDIDATE HAS BEEN
RECEIVED BY THE STATE ADMINISTRATIVE BOARD OF ELECTION
LAMS AT LEAST 53 DAYS PRIOR TO THE DATE OF THE PRIMARY
ELECTION.]] THE DEMOCRATIC STATE CENTRAL COMMITTEE SHALL
CERTIFY TO THE STATE ADMINISTRATIVE BOARD OF ELECTION
LAWS THE NUMBER OF DELEGATES TO BE ELECTED IN A PRIMARY
ELECTION TO THE NATIONAL CONVENTION FROM EACH
CONGRESSIONAL DISTRICT. NOT LATER THAN NINETY (90) DAYS
PRIOR TO THE PRIMARY ELECTION, THE CERTIFICATION SHALL BE
MADE IN ACCORDANCE WITH THE RULES OF THE NATIONAL AND
STATE DEMOCRATIC PARTIES. WITH THE BRITTEN PERMISSION OF
A PRESIDENTIAL CANDIDATE FILED WITH THE STATE
ADMINISTRATIVE BOARD OF ELECTION LANS AT LEAST
FIFTY-THREE (53) DAYS PRIOR TO THE PRIMARY ELECTION, A
CANDIDATE MAY HAVE PLACED ADJACENT TO HIS NAME ON THE
BALLOT THE NAME OF A PRESIDENTIAL CANDIDATE.

(2)   Election of At—Large Delegates. After
the election of the district delegates in accordance with
§ 12—1 (a) (1), those elected district delegates from any
national political party shall meet in convention not
more than 21 days after that election at a time and place
to be designated by the State Party chairman who shall
act as chairman of the convention. The elected district
delegates shall elect, as "At—Large Delegates," the
remainder of delegates allotted to Maryland by the
respective national party committee and not elected under
§ 12-1 (a) (2). NOTWITHSTANDING THE AFOREGOING
PROVISIONS OF THIS SUBSECTION, THE DEMOCRATIC STATE
CENTRAL COMMITTEE SHALL MEET IN CONVENTION NOT MORE THAN
TWENTY-ONE (21) DAYS AFTER THE PRIMARY ELECTION AND SHALL
ELECT DELEGATES-AT-LARGE TO THE NATIONAL CONVENTION IN
ACCORDANCE WITH PARTY RULES.

(3)    Ex Officio Delegates.

[(i) The Governor of the State shall be
an ex officio delegate to the national party convention
of the party upon whose ticket he ran in the last
preceding gubernatorial election.
