Governor shall fill any vacancy which occurs before the
expiration of a term by appointment for the balance of
the term. Members of the Authority shall receive such
compensation as provided in the budget from time to time
and shall be reimbursed for their expenses factually
incurred] IN ACCORDANCE WITH STANDARD TRAVEL REGULATIONS.
The Authority shall have such staff as may be provided in
the budget; in addition the chairman of the Authority is
authorized to and shall assign such personnel of the
Department of Transportation as the chairman deems
necessary to perform such maintenance and other functions
as are required to meet the obligations assumed or
undertaken by the Authority on behalf of the Department
with respect to its transportation facilities projects.

(a) The Maryland Transportation Commission is
hereby created as part of the Department of
Transportation, and it shall consist of seventeen
members. The seven members of the State Roads Commission
appointed from particular regions of the State shall be
members of the Maryland Transportation Commission ex
officio. The remaining ten members of the Maryland
Transportation Commission shall be appointed by the
Governor with the advice of the Secretary of
Transportation. Of the members initially appointed,
three shall be for terms of three years, four for terms
of two years, and three for terms of one year.
Thereafter, all appointments shall be for terms of three
years. The Governor shall designate a chairman from
among the appointed members. The Governor shall fill any
vacancy which occurs before the expiration of a term, for
the balance of the term so remaining. Members of the
Maryland Transportation Commission shall receive per diem
compensation for service on the Commission and shall be
reimbursed for [actual] expenses as provided for in the
budget IN ACCORDANCE WITH THE STANDARD TRAVEL
REGULATIONS.

(c) Immediately after appointment, the members of
the Authority shall enter upon their duties. The
Authority shall elect one of its members as chairman and
another as vice—chairman, and it shall also elect a
Secretary—Treasurer, who may or may not be a member of
the Authority. Six members of the Authority constitute a
quorum. Action shall be by majority vote, each member,
including ex officio members, being entitled to one vote.
No vacancy in the Authority impairs the right of a quorum
to exercise all of the rights and perform all of the
duties of the Authority. The members of the Authority
shall be reimbursed for factual] expenses [necessarily]
