(f) The Maryland Public Broadcasting commission
may receive and expend for the purposes of this chapter
such grants and gifts as may be budgeted and provided for
it.
(g) The secretarial, stenographic, clerical, and
custodial employees of the Commission are members of the
classified service under Article 64A of the Code, subject
to all the rights, privileges, and duties of that
article. All other employees of the Commission are not
included in the classified service under said Article
64A.
SECTION 6, AND BE IT FURTHER ENACTED, That Sections
12(b), 12-1, 14, 15(b), 28 and 54 of Article 77A - Higher
Education, of the Annotated Code of Maryland (1969
Replacement Volume and 1974 Supplement) be and they are
hereby repealed and re-enacted, with amendments, to read
as follows:
Article 77A — Higher Education
12.
(b) The board shall meet and organize and shall
elect from among the appointive members their chairman,
The board [shall have] HAS the power to elect [such]
other officers [as may be] required, to determine the
time and place of meetings, and to establish all
necessary rules and regulations for the conduct of their
meetings, MEMBERS SHALL BE REIMBURSED FOR EXPENSES
INCURRED WHILE ENGAGED IS THE PERFORMANCE OF THEIR DUTIES
IN ACCORDANCE WITH THE STANDARD TRAVEL REGULATIONS.
12-1.
(a) A board of visitors is established for each of
the colleges under the control of the board of trustees
of the State colleges.
(b) Each board of visitors shall consist of nine
members, seven citizens of the State to be appointed by
the Governor, one faculty member of the college, to be
elected by the faculty of the college, and one student of
the college, to be elected by the student body of the
college.
(c) Members shall be appointed on the basis of
their character and fitness, interest in higher
education, and knowledge of the problems of education and
the institution. Included in the seven members to be
appointed by the Governor shall be representatives of the
