4.
(i) The members of the Authority shall receive no
compensation for the performance of their duties
hereunder, but each such member shall be paid his
necessary expenses incurred while engaged in the
performance of such duties, IN ACCORDANCE WITH THE
STANDARD TRAVEL REGULATIONS.
SECTION 5. AND BE IT FURTHER ENACTED, That Sections
5, 161 of Article 77 - Public Education, of the Annotated
Code of Maryland (1969 Replacement Volume and 1974
Supplement) be and they are hereby repealed and
re-enacted, with amendments, to read as follows:
Article 77 — Public Education

The members of the State Board of Education shall
receive no salary, but their [actual] traveling and other
necessary expenses incurred in attending the meetings and
transacting the business of the Board shall be paid IN
ACCORDANCE WITH THE STANDARD TRAVEL REGULATIONS. The
State Superintendent of Schools shall be the chief
executive, the secretary, and the treasurer of the State
Board of Education. He shall attend all meetings of the
Board and of its committees, except when his own tenure,
salary, or the administration of his office are under
consideration, and shall have the right to advise on any
question under consideration, but shall have no right to
vote.
161.
(a) The Maryland Public Broadcasting Commission is
created to develop, operate, and maintain a system of
State, regional and local facilities to provide
educational and cultural television and radio programming
in the State. The Commission shall annually prepare a
budget request to provide funds required to properly
perform these functions and shall employ such personnel
as may be required to fulfill the responsibilities of the
Commission and to coordinate all functions of the
television and radio systems.
(b) (1) The Maryland Public Broadcasting
Commission shall consist of eleven (11) members to be
appointed by the Governor. From time to time the
Governor shall designate one person to be chairman and
another to be vice-chairman of the commission.
