EMERGENCY PLANNING Agency hitherto existing. The
Maryland Civil Defense and [Emergency Planning] DISASTER
PREPAREDNESS Agency shall be part of the Department of
Public Safety and Correctional Services, The Maryland
Civil Defense and [Emergency Planning] DISASTER
PREPAREDNESS Agency shall have the powers, duties,
responsibilities and functions provided in the laws of
this State for the Maryland Civil Defense AND EMERGENCY
PLANNING Agency. All references in this Code, in any
other laws of this State, or in ordinances, resolutions,
rules, regulations, legal actions, directives, or
documents, to the Maryland Civil Defense AND EMERGENCY
PLANNING Agency shall be deemed to lean the Maryland
Civil Defense and [Emergency Planning] DISASTER
PREPAREDNESS Agency. From and after July 1, [1970] 1975,
all rights, powers, duties, obligations and functions
heretofore conferred upon or exercised by the Maryland
Civil Defense AND EMERGENCY PLANNING Agency shall be
transferred to and be exercised by the Maryland Civil
Defense and [Emergency Planning] DISASTER PREPAREDNESS
Agency, subject to the authority of the Secretary of
Public Safety and Correctional Services as set forth in
[§§ 204A, 204B and 204C of this article or elsewhere in]
this Code.
SECTION 4. AND BE IT FURTHER ENACTED, That Section
261(a)(13) of Article 56 — Licenses, of the Annotated
Code of Maryland (1972 Replacement Volume and 1974
Supplement) be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

(a) The following acts are prohibited:
(13) Constructing, repairing or remodeling any
fallout shelter with knowledge that the work does not
conform to the minimum applicable standards of protection
to persons using the shelter as promulgated by the State
office of civil defense AND DISASTER PREPAREDNESS.
SECTION 5. AND BE IT FURTHER ENACTED, That Section
9B of Article 64A — Merit System, of the Annotated Code
of Maryland (1972 Replacement Volume and 1974 Supplement)
be and it is hereby repealed and re—enacted, with
amendments, to read as follows:
