BY THE FEDERAL GOVERNMENT, IN ORDER TO SUPPLEMENT THE
EFFORTS AND AVAILABLE RESOURCES OF THE STATE AND LOCAL
GOVERNMENTS, AND DISASTER RELIEF ORGANIZATIONS IN
ALLEVIATING THE DAMAGE, LOSS, HARDSHIP, OR SUFFERING
CAUSED THEREBY.

(a) The Governor [is hereby authorized and
directed to] SHALL create a Civil Defense and [Emergency
Planning] DISASTER PREPAREDNESS Agency, The Secretary
of Public Safety and Correctional Services shall with the
approval of the Governor, appoint a Director of Civil
Defense AND DISASTER PREPAREDNESS who shall be the
administrator thereof. The Civil Defense and [Emergency
Planning] DISASTER PREPAREDNESS Agency shall be part of
the Department of Public Safety and Correctional
Services. The Director shall hold office during the
pleasure of the Secretary, and shall receive such salary
as is provided in the budget.
(b) Subject to the authority of the Secretary of
Public Safety and Correctional Services, the Director may
employ professional, technical, clerical, stenographic,
and other personnel within the appropriations and (except
as to the position of Director) subject to the conditions
and limitations contained in Article 64A of the Annotated
Code of Maryland (1957 Edition, as amended from time to
time), and the Director may make such expenditures within
the appropriations, or from other funds made available to
him for purposes of civil defense AND DISASTER
PREPAREDNESS, as may be necessary, to carry out the
purposes of this subtitle. [He shall be provided with
necessary and appropriate office space, furniture,
equipment, supplies, stationery and printing.]
(c) The Director [shall be] IS the executive head
of the State Civil Defense and [Emergency Planning]
DISASTER PREPAREDNESS Agency and [shall be] IS
responsible to the Governor and the Secretary of Public
Safety and Correctional Services for carrying out the
program for civil defense AND DISASTER PREPAREDNESS for
the State of Maryland. He shall coordinate the
activities of all organizations for civil defense AND
DISASTER OPERATIONS within the State and shall maintain
liaison with and cooperate with civil defense agencies
and organizations of other states and of the federal
government.
5.
There is [hereby created] a Civil Defense AND
DISASTER PREPAREDNESS Advisory Council, consisting of
such number of persons as the Secretary of Public Safety
