FOR the purpose of dealing comprehensively with
emergencies and major disasters in all their stages
and from any cause; to change the name of the
Maryland civil Defense and Emergency Planning Agency
to Maryland Civil Defense and Disaster Preparedness
Agency; setting forth the power and authority of the
Governor in the case of emergencies and major
disasters; defining "emergency" and "major disaster"
as used in this Act; providing authority to declare
a local state of emergency within a political
subdivision; protecting those who provide premises
without charge or compensation from being liable for
personal injuries, property damage, or death by
persons using those premises; providing that the
State may accept, manage, and dispose of federal
funds and commodities as required by federal law as
relating to grants and public assistance; and
generally relating to emergencies and major
disasters as defined by this Act.
