(A)         IN THIS SECTION, "EMPLOYER" HAS THE SAME
MEANING AS UNDER THE STATE WORKMEN'S COMPENSATION LAWS.

(B)         PRIOR TO ISSUANCE OF A LICENSE OR PERMIT UNDER
THIS ARTICLE TO AN EMPLOYER TO ENGAGE IN AN ACTIVITY IN
WHICH HE MAY EMPLOY ONE OR MORE PERSONS, THE EMPLOYER
SHALL FILE WITH THE ISSUING AUTHORITY, A CERTIFICATE OF
COMPLIANCE WITH THE STATE WORKMEN'S COMPENSATION LAWS,
[[PURSUANT TO THE PROVISIONS OF THE WORKMEN'S
COMPENSATION LAW, AND REGULATIONS ADOPTED THEREUNDER.]]
UNDER PROVISIONS AND REGULATIONS OF THE WORKMEN'S
COMPENSATION LAW. AN EMPLOYER-APPLICANT MAY PROVIDE. AS
EVIDENCE OF INSURANCE, A WORKMEN'S COMPENSATION INSURANCE
POLICY NUMBER OR BINDER NUMBER, IN LIEU OF SUBMITTING A
CERTIFICATE OF COMPLIANCE.

SECTION 20. AND BE IT FURTHER ENACTED, That new
Section 31A be and it is hereby added to Article 101 —
Workmen's Compensation, of the Annotated Code of Maryland
(1964 Replacement Volume and 1974 Supplement) to read as
follows:

Article 101 — Workmen's Compensation

31A.

(A)         PRIOR TO THE ISSUANCE OF A LICENSE OR PERMIT
BY THE STATE, ANY COUNTY OR A MUNICIPALITY, TO AN
EMPLOYER FOR AN ACTIVITY IN WHICH HE MAY EMPLOY ONE OR
MORE EMPLOYEES, THE EMPLOYER SHALL FILE WITH THE ISSUING
AUTHORITY A CERTIFICATE OF COMPLIANCE WITH THE PROVISIONS
OF THIS ARTICLE. THE EMPLOYER MAY PROVIDE, AS EVIDENCE

OF INSURANCE. A WORKMEN'S COMPENSATION INSURANCE POLICY

NUMBER OR BINDER NUMBER, IN LIEU OF SUBMITTING A
CERTIFICATE OF COMPLIANCE.

(B)         THE COMMISSION SHALL PROVIDE APPLICATION FORMS
FOR AGENCIES ISSUING LICENSES OR GRANTING PERMITS UNDER
THE AUTHORITY OF APPROPRIATE ARTICLES IN THIS CODE FOR
THE USE OF EMPLOYERS IN THE STATE WHO APPLY FOR LICENSES
AND PERMITS UNDER THOSE ARTICLES. THE FORMS SHALL
CONTAIN APPROPRIATE INQUIRIES TO ENABLE THE COMMISSION TO
DETERMINE WHETHER THE EMPLOYER-APPLICANT HAS COMPLIED
WITH THE WORKMEN'S COMPENSATION LAWS OF THIS STATE.

(C)         THE COMMISSION WITHIN TEN DAYS AFTER RECEIPT
OF THE APPLICATION FROM AN EMPLOYER-APPLICANT, SHALL
DETERMINE IF THE APPLICANT HAS COMPLIED WITH THE
PROVISIONS OF THIS ARTICLE, AND NOTIFY THE APPLICANT BY
MAIL OF ITS DETERMINATION. THE COMMISSION SHALL FORWARD
EITHER A CERTIFICATE OF COMPLIANCE OR A NOTICE OF
