SECTION 3. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an emergency Measure and
necessary for the immediate preservation of the public
health and safety and having been passed by a yea and nay
vote supported by three—fifths of all the members elected
to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

(House Bill 4)

AN ACT concerning

Workmen's Compensation — Claims and Benefits

FOR the purpose of making certain changes in benefits
paid to persons under certain disability provisions
in the Workmen's Compensation Law, establishing a
basis for an average weekly wage in certain
disability provisions, providing that certain
changes in certain disability benefit provisions do
not apply in certain cases, providing that certain
lump sum payments may only be made by the Workmen's
Compensation Commission for certain purposes,
eliminating certain provisions concerning
nonresident beneficiaries, clarifying language and
generally relating to Workmen's Compensation Laws.
