Maryland (1968 Replacement Volume and 1974 Supplement) be
and they are hereby repealed and re-enacted, with
amendments, to read as follows:

Article 15A — Budget and Fiscal Planning

8.

(d) The Governor may himself make an amendment
schedule, if [the same be] IT IS necessary, with respect
to the appropriations for the [Executive Department]
OFFICE OF THE GOVERNOR, and upon its transmission to the
Comptroller the appropriation for [such department] THE
OFFICE shall be paid out in accordance with [such] THE
amended schedule, subject to the provisions of subsection
(f).

(g) A budget amendment shall not change any [of
the] language or substantive provisions (these terms
specifically not including monetary figures in the form
of appropriations) in the budget bill as enacted by the
General Assembly. AN AMENDED SCHEDULE MAY NOT TRANSFER
APPROPRIATED FUNDS BETWEEN ANY OF THE PRINCIPAL
DEPARTMENTS OF THE EXECUTIVE BRANCH OF STATE GOVERNMENT
OR BETWEEN ANY AGENCIES, DEPARTMENTS, BOARDS,
COMMISSIONS, OR OTHER UNITS OF THE EXECUTIVE BRANCH NOT
PART OF A PRINCIPAL DEPARTMENT, UNLESS SPECIFICALLY
AUTHORISED IN THE ANNUAL BUDGET BILL OR BY OTHER LAW, OR
REQUIRED IN ORDER TO COMPLY WITH FEDERAL LAW OR RULES,
REGULATIONS OR POLICY DIRECTIVES OF FEDERAL AGENCIES
PERTAINING TO THE USE OF FEDERAL FUNDS OR REQUIRED TO
PROTECT THE HEALTH, WELFARE, OR PROPERTY OF THE PUBLIC IN
THE EVENT OF A NATURAL OR OTHER DISASTER OR EMERGENCY
DECLARED BY THE GOVERNOR IN ACCORDANCE WITH LAW.

SECTION 2. AND BE IT FURTHER ENACTED, That Section
15C of Article 41 — Governor — Executive and
Administrative Departments, of the Annotated Code of
Maryland (1971 Replacement Volume and 1974 Supplement) be
and it is hereby repealed and re—enacted, with
amendments, to read as follows:

Administrative Departments

15C.

The Governor, as chief executive officer of the
State government, shall be responsible for the continuing
review of executive organization. He shall propose,
approve, and order not inconsistent with the law such
reorganization as he may deem necessary and desirable.
