removal of the following outdoor advertising signs,
displays and devices:
(1) Those lawfully in existence on the federal—aid
primary system of highways on July 1, [1968.] 1975, AND
THOSE WHICH WERE LAWFULLY ERECTED AND BECAME
NONCONFORMING AFTER JULY 1, 1975.
(2) Those lawfully on any highway made a part of
the federal—aid primary system on or after October 22,
1965.
[Such compensation is authorized to be paid]
COMPENSATION MAY BE PAID only for the following:
(1) The taking from the owner of such sign,
display or device of all right, title, leasehold and
interest in such sign, display or device.
(2) The taking from the owner of the land on which
the sign, display or device is located, of the right to
erect and maintain such signs, displays or devices
thereon.

On or before January 1, 1969 and notwithstanding any
provision to the contrary in §§ 201 through 211 of
Article 56 of the Annotated Code of Maryland, the State
[Roads Commission is hereby authorized to] HIGHWAY
ADMINISTRATION MAY promulgate and adopt rules and
regulations governing the issuance of permits for the
erection and maintenance of outdoor advertising signs,
displays or devices along the federal—aid primary system
of highways [shall it determine] IF IT DETERMINES THAT
rules and regulations are necessary. [No] AN outdoor
advertising sign, display or device may NOT be erected
along or adjacent to such highways without a permit
therefor first being obtained from the State [Roads
Commission] HIGHWAY ADMINISTRATION. [Such] THE rules and
regulations shall govern such things as the location,
size, lighting, and spacing requirements of such outdoor
advertising signs before permits will be issued for [the
erection thereof] THEIR ERECTION. The rules and
regulations may also govern the method of erection and
maintenance of [such] THESE advertising signs. The
rules and regulations [hereby authorized] shall govern
outdoor advertising permitted under subsections (a) , (b),
(c) and (d) of § 252 hereof. All [such] rules and
regulations [must] SHALL be consistent with the safety
and welfare of the traveling public as may be necessary
to carry out the policy as herein declared.
