Department of Natural Resources and subject to
review by the Scenic Rivers Review Board; creating
and continuing the Scenic Rivers Review Board and
providing for its duties; specifying certain rivers
to be included as the initial components of the
system; providing for designation of other rivers
and inventory of all rivers of the State; providing
for certain authority powers, and duties of the
Department in relation to the wild and scenic rivers
system including preparing plans and studies
relating to certain rivers and to review certain
action providing for the adoption of certain
guidelines and rules and regulations; prohibiting
certain activities under certain circumstances;]]
certain portions - of the Youghiogheny River;
authorising the Department of Natural Resources to
adopt certain rules and regulations with respect to
those portions of the Youghiogheny River;
prohibiting certain activities within that portion
of the Youghiogheny Rivers including a wild rivers
program within the scenic rivers program;
establishing local scenic and wild river advisory
boards with a membership for each board; providing
certain functions for the local scenic and wild
river advisory boards; defining certain terms;
providing that open space program funds be used for
any taking of property rights constitutionally
guaranteed; and relating generally to a wild and
scenic river program in Maryland.
