AN ACT concerning
Motor Vehicles — Special Registration Plates
for Disabled Persons
FOR the purpose of providing that upon submission of
proof that a dependent meets the qualification
required for receiving a special license plate for
the handicapped which satisfies the Administrator of
the Motor Vehicle Administration, the special
license plate designated for the handicapped shall
be issued to the parent or guardian of the dependent
or a person relied upon and certified as the
applicant's dependent for transportation purposes;
and clarifying language.
BY repealing and re—enacting, with amendments,
Article 66 1/2 — Vehicle Laws

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 3-607(a) of Article 66 1/2 -
Vehicle Laws, of the Annotated Code of Maryland (1970
Replacement Volume and 1974 Supplement) be and it is
hereby repealed and re-enacted, with amendments, to read
as follows:

3-607.
(a) Beginning with the 1972—73 registration year,
any person who submits A CERTIFICATION THAT APPLICANT
DEPENDS ON NAMED PERSON FOR PURPOSES OF TRANSPORTATION OR
SUBMITS proof satisfactory to the [[Commissioner of
Motor Vehicles]] ADMINISTRATOR that he OR A DEPENDENT
has permanently lost the use of a leg or both legs or an
arm or both arms or any combination [thereof] or any
person who is so severely disabled as to be unable to
move without the aid of crutches or a wheelchair, THE
ADMINISTRATOR SHALL ISSUE TO THAT PERSON [[shall be
issued by the Commissioner of Motor Vehicles for
passenger motor vehicles]] special registration plates
which bear the official international wheelchair symbol,
a reasonable facsimile [thereof 1, or [such] other symbol
or symbols as the Commissioner shall deem appropriate,
designating the vehicle as belonging to a handicapped
person.
