(ii) the payment of claims for property of others damaged
or destroyed in an accident of up to $5,000, exclusive of
interest and costs, and (iii) the benefits required under
Article 48A, §§ 539[, 540 and 542] AND 541 of this Code;
provided, however, that the Administrator may approve and
accept another form of security in lieu of a motor
vehicle liability insurance policy if he finds that such
other form of security is adequate to provide and does in
fact provide the benefits required by this section.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1975.

AN ACT concerning
The General Construction Loan of 1973
FOR the purpose of waiving the provisions of Section 10
of Chapter 195 of the Acts of 1973, said section
relating to the time by which projects contained in
the General Construction Loan of 1973 must be placed
under contract, insofar as the provisions of said
section relate to an item contained in said Act for
the Board of Public Works for acquisition of land
and/or improvements and design and preparation of
detailed plans and specifications for five (5)
District Court Buildings/Multi—Purpose Centers to be
located at Elkton (Cecil County) , Ellicott City
(Howard County), Upper Marlboro (Prince George's
County), Hagerstown (Washington County), and
Frederick (Frederick County); to an item contained
in said Act for Capital Program Administration for
Shore Erosion Control Revolving Fund for State funds
for construction of Shore Erosion Control projects
pursuant to and as provided for in Article 66C,
Sections 756—758 (b) inclusive; to an item contained
in said Act for Maryland Park Service for Herrington
Manor State Park (Garrett County) for construction
of shop and storage building, utilities and site
improvements; to an item contained in said Act for
Maryland Park Service, Sandy Point State Park (Anne
Arundel County), for study and development of a
comprehensive Master Plan for Sandy Point State Park
with the participation of the Department of State
