256F.

(b)    The Register shall include:

(2) Every notice of proposed agency rule
making OR REPEAL;

(c)    (1) The Register shall be published at least
once every two weeks and shall contain every previously
unpublished document in any category listed in subsection
(b) and filed with the division prior to the closing date
and hour of the issue. The closing date and [hours] HOUR
shall appear on the first page of the issue.

256-I.

(a)     Except as provided by Article 40, § 40A, at
least [60] 45 days prior to the adoption OR REPEAL of any
rule or regulation by any agency, three certified copies
of the rule or regulation shall be filed with the
administrator. The administrator immediately shall
forward to the AELR Committee one certified copy and
another copy shall be transmitted to the printer for
publication.

(b)     Two certified copies of any emergency rule or
regulation shall be filed with the administrator as soon
as it is [effective] APPROVED PURSUANT TO ARTICLE 40,
SECTION 40A. The administrator immediately shall transmit
one copy to the printer for publication.

(c)         (2) If there is a discrepancy between the
official text and the agency text of a [rule] DOCUMENT,
and the corrective amendment [which] would change the
legal effect of the [rule] DOCUMENT, then the provisions
of § 256—I are applicable.

256-O.

(a) Except as provided in subsection (b) or unless
otherwise provided by law, any document, other than the
synopsis of laws published under this subtitle, is
effective when the Register or permanent supplement
containing it is deposited in the United States mail for
distribution UNLESS A LATER DATE IS ESTABLISHED IN THE
DOCUMENT. The issue date of the Register or permanent
supplement shall be the date of deposit and shall be
printed prominently on the first page of each issue.
