sum of money is to be expended, to the Board of Estimates

of the Mayor and City Council of Baltimore and such

recommendation has been approved by said Board of
Estimates.

(b) Any ordinance or ordinances submitting the
whole or any part of the debt authorized by this Act to
the legal voters of Baltimore City shall provide for the
expenditure of the proceeds thereof by the municipal
agency designated in the annual Ordinance of Estimates of
the Mayor and City Council of Baltimore.

SECTION 5. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an emergency measure and
necessary for the immediate preservation of the public
health and safety and having been passed by a yea and nay
vote supported by three—fifths of all the members elected
to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.
