permit track licensees to include the purses and the
conditions in their stake and condition books. [[ [ ]]If
any Maryland Standardbred Fund race fails to attract at
least [[five]] TWO separate qualified entries, the
Commission shall cancel the race and the purse shall not
be paid out of the fund. If the Commission cancels any
race, it shall notify the track licensee in time to
permit the licensee to schedule a substitute race.[[ ] ]]

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an emergency measure and
necessary for the immediate preservation of the public
health and safety and having been passed by a yea and nay
vote supported by three—fifths of all the members elected
to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

AN ACT concerning

Creation of a State Debt — Community Mental Health
Center Components and Mental Retardation Facilities

Loan of 1975

FOR the purpose of authorizing the creation of a State
debt in the aggregate amount of Seven Hundred Fifty
Thousand Dollars ($750,000), the proceeds thereof to
be used for certain State grants to certain public
and other non-profit Community Mental Health Center
Components and Mental Retardation Facilities in this
State for the construction, acquisition, and/or
renovation and equipping of Community Mental Health
Center Components and Mental Retardation Facilities;
and providing generally for the issue and sale of
bonds evidencing such loan.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Board of Public Works is hereby
authorized and empowered to issue a State loan to be
known as the "Community Mental Health Center Components
and Mental Retardation Facilities Loan of 1975" in the
aggregate amount of Seven Hundred [[Fity]] Fifty Thousand
Dollars ($750,000).
