(E) DEBT INSTRUMENT.

"DEBT INSTRUMENT" MEANS ANY CAPITAL NOTE, DEBENTURE,
BOND, OR CERTIFICATE OF BENEFICIAL INTEREST.

(F)   INHABITANTS.

"INHABITANTS" MEANS THE POPULATION OF A
MUNICIPAL AREA AS DETERMINED BY THE MOST RECENT FEDERAL
OR STATE ENUMERATION.

(G)   NATIONAL BANK.

"NATIONAL BANK" MEANS A CORPORATION WHICH HAS
A CHARTER AS A BANK UNDER FEDERAL LAW.

(H) SAVINGS INSTITUTION.

"SAVINGS INSTITUTION" MEANS A CORPORATION
WHICH:

(1)   HAS A CHARTER AS A SAVINGS INSTITUTION
UNDER PART II OF THIS SUBTITLE OR ANY PRIOR PUBLIC
GENERAL LAN OR PRIOR SPECIAL ACT OF THE STATE; AND

(2)   ENGAGES EXCLUSIVELY IN THE BUSINESS OF
SAVINGS BANKING.
