existence and the official acts and policies of every
planning and zoning commission, board of appeals, or
historic district commission are validated, continued,
and confirmed in all respects so far as they existed and
would have been legal and proper immediately prior to
December 31, 1974; and all comprehensive plans, zoning
ordinances and district maps, subdivision regulations and
historic zoning ordinances are validated, continued, and
confirmed in all respects so far as they existed and were
legal and proper immediately prior to December 31, 1974.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an emergency measure and
necessary for the immediate preservation of the public
health and safety and having been passed by a yea and nay
vote supported by three—fifths of all the members elected
to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

repealed and re—enacted, with amendments, to read as
