of four years;
(iv) The floating member shall be the head of the
using authority, as defined by section 231G of this
article of the Code, or his designee, which is presenting
the proposal to the board for procuring architectural or
engineering services and who serves for the purposes set
forth in section 231—P.
231P.
(a) (1) Any using authority other than the
Department of Transportation, [or] any modal
administration thereof, OR THE MARYLAND TRANSPORTATION
AUTHORITY desiring to procure architectural or
engineering services where the compensation for the
services is in excess of $25,000 shall present the
request to the general professional services selection
board at a meeting open to the public.
(2) The Department of Transportation, [or] any modal
administration thereof, OR THE MARYLAND TRANSPORTATION
AUTHORITY as set forth in § 231N, desiring to procure
architectural or engineering services where the
compensation for the services is in excess of $25,000
shall present the request to the transportation
professional services selection board at a meeting open
to the public.
(b) A reasonable and timely public notice shall be
given of the projects being presented to the boards.
(c) Before either board approves any request of a
using authority [or] ,THE DEPARTMENT OF TRANSPORTATION,
ANY modal administration THEREOF, OR THE MARYLAND
TRANSPORTATION AUTHORITY to procure architectural or
engineering services, the board shall be satisfied that
the services cannot feasibly or economically be provided
by existing in—house resources.
(d) (1) Each board shall require public
announcement, in a uniform and consistent manner, in each
instance that it approves any fusing authority's or modal
administrations] request OF A USING AUTHORITY, THE
DEPARTMENT OF TRANSPORTATION, ANY MODAL ADMINISTRATION
THEREOF, OR THE MARYLAND TRANSPORTATION AUTHORITY to
procure architectural or engineering services in excess
of $25,000.
(2) The announcement shall include a general
description of the architectural and engineering services
to be procured and shall indicate how interested firms
may receive information about the procurement. In
addition, announcements shall be mailed on each occasion
