package sent [out] or delivered.

If any nurseryman, dealer, or agent of a carrier
sells, ships, or delivers IN THE STATE any nursery stock
[in the State,] INFESTED OR infected with DANGEROUSLY
injurious [diseases, and] PLANT PESTS WHICH upon
examination by the Secretary is condemned, the nursery
stock shall be destroyed, and the nurseryman, dealer, or
agent shall forfeit the value of the stock and may not
collect its value from the purchaser or consignee.

SECTION 2. AND BE IT FURTHER ENACTED, That new
Section 5—313 be and it is hereby added to Article —
Agriculture, of the Annotated Code of Maryland (1971
Volume and 1974 Supplement) to read as follows:

ANY PERSON MHO VIOLATES ANY PROVISION OF THIS
SUBTITLE IS SUBJECT TO THE PENALTIES AND FINES SET FORTH
IN TITLE 12 OF THIS ARTICLE.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1975.

AN ACT concerning

Unemployment Insurance Law — Security Payments
in Lieu of Contributions

FOR the purpose of fixing the amount of bond required of
a nonprofit organization which elects to become
liable for payments in lieu of contributions at not
more than the maximum contribution rate in force in
Maryland times that employer's taxable payroll for
the last calendar year, and clarifying language.
