METHOD OF REVIEW AND APPROVAL OF THE MODIFICATION SHALL
BE THE SAME AS FOR THE ORIGINAL LOCAL PLAN, AS SET FORTH
IN SECTION 106D(C). HOWEVER, THE STATE SUPERINTENDENT OF
SCHOOLS MAY NOT APPROVE ANY MODIFICATION WHICH, IN HIS
JUDGMENT, DEPRIVES ANY CHILD OF SCHOOL AGE OF AN
EDUCATIONAL PROGRAM.]]

FOR THE 1975-1976 FISCAL YEAR, THE AMOUNT OF THE
GENERAL FUND APPROPRIATION FOP HANDICAPPED CHILDREN SHALL
BE ALLOCATED AS FOLLOWS:
(1.) AN AMOUNT, AS DETERMINED BY THE STATE BOARD OF
EDUCATION, TO DEFRAY ADDITIONAL COSTS INCURRED IN
PROVIDING OR ARRANGING FOR FREE EDUCATIONAL SERVICES FOR
THE HANDICAPPED CHILDREN BETWEEN THE AGES OF FIVE AND
TWENTY WHO ARE LEGALLY ENTITLED TO THE SERVICES PURSUANT
TO THE DECREE IN MARYLAND ASSOCIATION FOR RETARDED
CHILDREN. ET AL, V. THE STATE OF MARYLAND, ET AL, CIRCUIT
COURT FOR BALTIMORE COUNTY, EQUITY NO. 77676. THIS
AMOUNT SHALL BE ALLOCATED AND DISBURSED AS DETERMINED BY
THE STATE BOARD OF EDUCATION AND SUBJECT TO SUCH
CONDITIONS AS IT MAY IMPOSE.
(2.) THE REMAINDER OF THE AMOUNT OF THE GENERAL
FUND APPROPRIATION FOP HANDICAPPED CHILDREN SHALL BE
DISTRIBUTED TO EACH COUNTY AND BALTIMORE CITY IN THE SAME
PROPORTION AS THE FINAL ENTITLEMENT EACH WAS TO RECEIVE
FROM THE APPROPRIATION FOR HANDICAPPED CHILDREN FOR THE
1974-1975 FISCAL YEAR.
SECTION 4. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, [[1976]] 1975.
